There is nothing "old school" about these bikes or riders. Where do they think they are going (on their bike and in life). They have a little too much time on their hands. And, yes that is a steering wheel on his bike.

epilogue: I would also point out that they do not look happy. It is as if they are thinking: how much did I spend of my money and time on this bike that is barely ridable? What do I do now? I guess it is not as cool as I thought it would be.
